Cenored’s former employee appears in court on a fraud charge


A former employee of the North Central Regional Electricity Distributor (Cenored), Mateus Fungo on Wednesday appeared in the Otjiwarongo Magistrate’s Court on a charge of fraud.

The 36-year-old accused appeared before Magistrate Immanuel Udjombala.

Fungo represented himself in the matter and informed the court that he would bring along his private lawyer during his second court appearance.

According to the charge sheet seen by Nampa on Thursday, it is alleged that Fungo who was employed as a system administrator, defrauded Cenored about N.dollars 12 million between September 2021 and December 2022.

In January 2023, Fungo resigned from Cenored and started running his own private companies he established in the areas of Kavango East, Zambezi and Otjozondjupa regions, stated the court document.

He was arrested on Tuesday afternoon at Otjiwarongo on a warrant of arrest issued in February 2024, it said.

Public prosecutor, Joas Neemwatja who represented the State in the matter did not oppose any granting of b
ail and suggested that the court grant him N.dollars 10 000 as bail money. The court, however, decided to release him on N. dollars 5000 bail.

His next court appearance is set for 15 May 2024, pending police investigations.

AFLEX, Organization of Southern Cooperation Ink MoU

Addis Ababa: The Africa Leadership Excellence Academy (AFLEX,) and the Organisation of Southern Cooperation (OSC) have signed a Memorandum of Understanding (MoU) for cooperative work in Africa today.

Chief of AFLEX, Zadig Abraha and Secretary-General of OSC, Sheikh Mansour bin Musallam inked the MoU.

The MoU, which would be valid for five years, enables the two institutes to cooperate in areas of education, research and social development across Africa, including Ethiopia.

Moreover, the two institutes will exchange information, experts and other support for the achievement of their common goals, it was learnt.

As both entities intend to foster South-South Cooperation, the MoU will be instrumental to achieve their common goals.

Parents Urged To Take Education Seriously

The Cabinet Secretary for Education Ezekiel Machogu has urged parents to take their children’s education seriously.

Speaking during a visit to St. Paul’s Amukura Secondary School, Machogu said that the government spends almost 30% of its budget on Education.

The government has allocated Sh650 million to support the education sector this year, emphasizing the importance of education for children. Stating that the government has employed 59,750 teachers adding that last week Ksh35 million was disbursed to schools.

The CS further stated that exemplary performance stems from hard work and sacrifice from parents, teachers and students. Fortunately, Machogu said that the government has opened other avenues to ensure that students who fail to proceed to the university can access Technical and Vocational Training Institutions.

The government is set to provide 100 desk top computers and a digital laboratory to Okame Technical Training Institute. Whereas, he further stated that students who have technical skills wi
ll have job opportunities within the housing project that has been created by the government.

The President has partnered with Germany, a country that has allocated 250,000 job opportunities for Kenyans. Furthermore, the official also disclosed that President William Ruto has sent Sh10 million for the renovation of the school’s infrastructure adding that another Ksh10 million will soon be added to support the institution.

Teso South MP Mary Emase expressed determination to reclaim the lost glory of the schools in the constituency like St. Paul’s Amukura, St Monica Chakol Girls, Kolanya Girls and Kolanya boys. Thus, ‘Very soon we are going to meet with the school principals and work on performance,” she said.

Lastly, Emaase promised to work closely with the relevant stakeholders and the Ministry of Education to ensure that all schools within the constituency record improved academic performance.

Gov’t Spokesperson Calls For Concerted Efforts In Dealing With Road Accidents

The government has reaffirmed its commitment to safeguarding lives and properties of citizens assuring that road safety agencies will enforce the law to ensure roads are safe and that motorists who flout traffic rules are apprehended and prosecuted.

Government Spokesperson Isaac Mwaura said that this initiative cannot be undertaken by the government alone and that it needs the collaboration and support of all road users, in changing the grim narratives around the road carnage in Kenya.

‘Accordingly, we urge motorists and other road users to observe traffic rules, all road users to share roads responsibly, drivers, and vehicle owners, sacco/company officials to comply with the laws relating to routes, timing and overloading and call on pedestrians to report all incidences of traffic violations by drivers including in public transport,’ said Dr Mwaura.

Speaking in Nairobi on Thursday during a press briefing, Dr Mwaura said that road crash statistics from the National Transport and Safety Authority (NTSA) ind
icate that we have lost 1,189 lives as at April 1, 2024. This is a 5.3 percent increase within the same period last year when we lost a total of 1,129 lives.

‘The report also indicates that the leading causes of road accidents in Kenya include, drivers exceeding speed limits, late night travel, lane indiscipline, driver fatigue, route unfamiliarity, use of un-roadworthy motor vehicles, driving under the influence of drugs and alcohol,’ explained Mwaura.

Other reasons include crossing of roads by pedestrians at undesignated places, untrained and inexperienced riders as well as the failure to wear protective and reflective gears like helmets, vests among other factors.

Dr Mwaura highlighted that when analysed by road user categories, statistics indicate that pedestrians continue to lead the number of fatalities at 436 while motorcyclists follow at 276.

‘In particular, passengers’ road user category has presented the highest increase (20.6 percent) while motorcyclists’ category has presented a decrease of 11
.3 percent. Further, pedestrian, passenger, and pedal cyclist categories have shown an increase in fatalities reported during the period under review,’ he said.

‘Sadly, these are not just numbers and statistics. They are our fathers, mothers, sisters, brothers and children, whose lives have been cut short through road carnage,’ said the Government Spokesperson.

On the ongoing strike by healthcare workers, Dr Mwaura said that the government is in talks with the representatives of the Kenya Medical Practitioners and Dentists Union (KMPDU), to address the persistent issues affecting Kenya’s healthcare sector.

‘The Conciliation Committee, also known as the whole-of-nation approach Committee, convened on 21st March 2024 and afterward on 27th March 2024, to fast track the process and to mediate on the matters raised by the Union,’ said Mwaura.

He explained that accordingly, the National government has initiated varied measures to meet its obligations and responsibilities including, providing grants and scholars
hips for eligible postgraduate medical officers, paying basic salary arrears and obtaining budgetary support of Sh2.4 billion for the immediate deployment and posting of the 2023/2024 cohort of medical student interns.

On school holidays, Mwaura said, ‘Our school-going children will be with us for the next few days, requiring our utmost care, support and guidance during this holiday season. This will include counseling them on the dangers of drug and substance abuse and providing those with addiction challenges, the requisite rehabilitation services.’

He explained that as a government, they are keen on the re-integration of addicts and are also committed to suppressing both the supply and demand of illicit alcohol, narcotic drugs, and psychotropic substances within the schools and residential areas.

‘Accordingly, the National Government is putting up several treatment and rehabilitation centres. It will also work with County Governments to ensure that similar centers are established in all the 47 Counties,
to provide accessible, affordable and quality treatment and rehabilitation services to all the public,’ said Mwaura.
