Avoid Shortcuts And ‘Pop’ Attitude, Money Will Come – DCJ Mwilu To Law Students


Deputy Chief Justice and Vice President of the Supreme Court of Kenya, Philomena Mwilu has advised young lawyers in the making to be patient, work hard, and be honest and not let their success not be defined by the amount of money in the bank.

‘You must make a living; but don’t let this be the foundation of your ethos as a lawyer. Your success will be measured by how you have kept fidelity to your principles, not by the content of your bank account or your popularity or notoriety. Take your time. Learn, grow, improve…money will come,’ she said.

She implored the young people to ‘Discard ‘pop’ attitude; this fast-food get rich quick instant gratification. Avoid the shortcuts. It’s ok to be ambitious and to have high expectations, but these must be measured with patience, honesty, hard work, and fortitude.

‘Hard work and integrity will always be the foundation of a comfortable, dignified and fulfilled life,’ said Mwilu.

The DCJ was delivering the keynote address on Friday during a Public Lecture organized by
University of Nairobi Law Students Professional Association at Parklands Campus on the topic: Navigating the Legal Profession: Pathways to Excellence.

The Deputy Chief Justice reminded the students of Law that they are called to be justice champions in their communities as lawyers and advocates and their responsibility goes beyond clients who pay for their services.

‘Access to justice through our courts cannot be the preserve of the few; our courts and tribunals must be accessible to everyone and you have a pivotal and challenging role in this regard,’ she said, urging them to ‘think of legal clinics and legal aid; pro se litigants, pauper briefs and pro bono services; litigation in the public interest,’ said Mwilu.

She continued: ‘Further, access to justice is not the sole preserve of courts and tribunals. There is a plurality of mechanisms through which the majority of Kenyans access justice. As lawyers you must define a purposive, facilitative, supportive and promotive space within these multiple justic
e avenues.’

Mwilu told the lawyers and advocates in the making that they must live and breathe constitutionalism, ‘the moral compass for you as jurists is well defined in the Constitution.

‘The national values and principles of governance under Art. 10, the provisions on Leadership and Integrity under Chapter 6, the provisions on the exercise of judicial authority under Art.159 and the values and principles of public service under Art.232 are ineluctable minimums for your character as jurists,’ she said.

Mwilu further expounded on the broad view of justice beyond the courtroom that the Judiciary has adopted, ‘under the Judiciary’s Social Transformation through Access to Justice (STAJ) institutional blueprint, as she urged judges and magistrates not to see themselves merely as adjudicators but as justice promoters, connectors and facilitators

ing the utility of your ideas and strengths. Kitui County Unveils Transition Roadmap To Sustainable HIV And TB Program


Kitui County Governor Dr. Julius Malombe on Friday unveiled the Kitui County Transition Roadmap to a Sustainable HIV/TB Program 2023-2027.

The Governor Malombe while speaking during the unveiling ceremony held at his office in Kitui town, said that the Transition Roadmap marks a significant milestone in the county’s public health efforts in the fight against the two diseases in the county.

The governor highlighted the remarkable progress made in controlling the spread of HIV and TB within the county. In the recent past years, the county noted a decrease of the HIV prevalence rate in the county from 3.8% in 2021 to 3.1% in 2024.

‘The success has also been achieved due to the collaborative efforts of the county government and its partners, not also forgetting the financial support that Kitui has received over the years amounting to over Sh 750 million since 2008’, said Dr Malombe.

He further noted that the prevalence rate among females is estimated at 4.6% compared to males at 1.6% which demonstrates a rela
tively better health seeking behaviour among the female population compared to men.

‘The county currently has a HIV Mother to Child Transmission (MTCT) rate of 15.7%, with concerted efforts, my government aims to reduce the transmission rate to below 5%. This is being achieved by focusing on the preventive and promotive health in the county with great emphasis on engagement of Community Heath Promoters (CHPs),’ he noted.

‘Additionally, we endeavor to improve health services and upgrade the Level II and Level III facilities as envisioned in the ‘Kitui Promise’. These Level II and Level III facilities attend to most of our citizens, including expectant mothers and shall be a key component towards ‘Ending AIDS in Children by 2027,’ as envisioned by the President of the Republic of Kenya, the governor said.

Despite the county’s efforts in the fight against the two deadly diseases, governor Malombe regretted that over the years funding for the HIV/TB program in Kitui County has had a significant decrease from S
h. 161 million in 2017/2018 to Ksh. 117 million in 2022/2023, a reduction of 28% which is quite an insignificant reduction for the program.

Dr Malombe lamented that the county health sector is in the process of an inevitable and sustained change in donor funding landscapes.

‘Since 2003, the US government has invested over 8 billion dollars (Kshs.1,040 trillion) in Kenya with Kitui receiving over Sh750 million since 2008 which supports HIV prevention, care and treatment services in the county,’ he added

This reduction poses a challenge to the sustainability of the program.

The newly launched Transition Roadmap aims to mitigate this challenge by shifting from reliance on US government funding to a county-led, owned, and funded HIV/TB program.

In efforts to cumbat the said challenges from reduction of the funds, the county boss Dr Malombe announced the establishment of the Kitui County Cooperative Agreement (CoAg) – the TUJIMUDU Project.

He disclosed that This Government-to-Government funding initiative wi
th the US Government has provided the county with Sh36 million to enhance the health system.

Dr. Jennifer Galbraith, the Centre for Disease Control Country Director, praised Kitui’s leadership for its significant progress in reducing HIV prevalence. She also commended the county government for its effective cooperation and commitment to public health.

The commissioning of the Transition Roadmap represents a forward-thinking approach to health management in Kitui, ensuring continued progress and sustainability in the fight against HIV and TB.

Anxiety As County Kicks Off Audit Of Staff Academic Certificates


Trans Nzoia County government has launched an audit of the staff academic qualifications in an effort geared towards reviewing its organizational structure.

The exercise has left the county employees in apprehension as reports indicate the exercise may also among other objectives be geared towards weeding out those with fake academic certificates.

Governance Senior Administrator Phoebe Bichunju however insists the main goal of the audit is to march employee skills with the tasks they perform.

She says this will enhance service delivery and ensure residents get value for the public funds spend, as they will be in a position to access quality services.

The one-week exercise which kicked off on Thursday is being overseen by the Department of Public Service Management with the directorate of Human Resource Management taking a lead role.

Director Human Resource Management Imeldah Agoi echoed Bichunju’s words sounding that by the end of the exercise, services delivered by the county employees will match their
skills and knowledge.

She added that an approved organization structure will among other things guide the county government on how to deal with whole issue of recruitment and wage bill.

During the screening exercise, employees are required to avail their original and copies of national identification cards, academic and professional certificates, first letter of appointment and latest letter of appointment in the current grades.
