WB-Funded Locally Led Climate Action Programme Obtained In Kiambu

Kiambu County directorate of Renewable Energy and climate has conducted a sensitisation event on the Financing Locally Led Climate Action (FLLoCA) Programme.

The sensitisation programme involved Sub- County and ward administrators who were sensitised on anticipatory climate risk assessment and climate action planning.

FLLoCA programme, which is funded by the World Bank together with Denmark and Sweden, aims at scaling-up climate action at the grassroot level through a devolved climate finance model which supports joint partnerships between government and citizens, to develop and implement solutions geared towards addressing climate change.

The five-year programme approved by the World Bank on October 26, 2021 has since attracted commitments totaling 150 million US dollars.

Kiambu Water, Environment, Energy, and Natural Resources County Executive Committee Member (CECM) David Kuria who led the sensatisation programme said the programme’s main goal is to increase the county’s capacity to respond to climate challenges while implementing locally driven initiatives for climate resilience.

‘The initiative will concentrate on capitalizing the Development Partners and County Climate Change Funds, developing county capacity for planning, budgeting, reporting, and implementing local climate measures,’ Kuria noted

The CECM added that the initiative will be executed in partnership with county governments and the national government to provide an opportunity to strengthen the national government’s capacity to support County Governments’ actions on climate change, and facilitate national oversight of the Program

‘Here citizen engagement is recognised because locally-led adaptation can be more effective than top-down interventions, as local communities are more aware of the context and what is needed to drive change’ cited the environment CECM

He further added that ninety percent of the pilot programme funded from FLLoCA will be spent at county and community levels to ensure that support for climate resilience reaches those most at risk, including women, youth, persons with disabilities, elders, and other traditionally marginalized groups.

The effort aims to reach all 47 counties in Kenya, identifying which climate issues and projects to prioritise and provide supplementary funding to help local governments and communities boost their resilience to climate change impacts, Kuria stated.

Boost For Weiwei Irrigation Scheme Farmers As KVDA Issues Farm Machinery

Farmers from the Weiwei irrigation scheme in the semi-arid areas of Sigor constituency, Pokot Central Sub County, stand a high chance of lifting themselves from poverty and hunger after the Kerio Valley Development Authority (KVDA) operationalizes the one-billion-shilling Phase 3 project for food production and security through irrigation.

Over the weekend, the KVDA authority issued farm machinery, including three tractors, to smallholder farmers in the irrigation scheme courtesy of funds from the Italian Cooperation Agency, which has long engaged with KVDA in development programmes that promote sustainable agriculture and irrigation in the semi-arid area of Pokot Central sub-county.

Phase 3, which covers 325 hectares of land, was launched by President Uhuru Kenyatta in 2016 and President William Ruto, then Deputy President, with the intention of boosting food security in the region.

The Phase 3 project is funded by the Italian Development Cooperation in collaboration with the government of Kenya.

KVDA Managing Director Sammy Naporos has declared that Phase three is now on course after it experienced challenges due to COVID-19, bad climatic conditions, and part of the civil work taking a bit of time.

The Weiwei irrigation scheme was started in 1984 by the Italian government after drought hit Kenya, with the aim of addressing food security in the semi-arid region.

‘Phase 3 is now fully been operational. Phase one was completed in 2018.The Weiwei integration program has become the bread basket of West Pokot, Turkana, Baringo, and Trans-Nzoia. The products from the scheme go up to Kitale and Eldoret towns,’ Director Naporos said.

The KVDA boss noted that the project is one of the most transformational social economic programs in terms of improved living standards, resilience, self-reliance, and human security.

‘The larger challenge of Kerio Valley is a result of shared resources, and we have conflict. The expansion of the scheme by an additional 325 acres will reduce conflict among communities through farming, which has an economic impact on social development,’ he reiterated.

Mr Naporos noted that last year farmers generated Sh75 million after they sold to the Kenya Seed Company 1500 metric tons of maize seeds.

He said farmers this year expect to harvest 3500 metric tons of maize after the addition of the 325 acres.

He pointed out that the scheme now has a lot of water for irrigation from the Weiwei River and other rivers from the Cherangany Hills.

Mr Naporos said the authority has adopted measures that will ensure conservation of the catchment areas to sustain the flow of the rivers in the region.

He said the irrigation scheme has created jobs for about 3000 people who work in the sector, and they plan to expand the scheme to the Masol area in Pokot Central and Tiaty in Baringo County.

He said for sustainable farming systems, the scheme used to have nine tractors, and they have received three more tractors for farmers.

KVDA Chairperson Mark Chesergon stated that Weiwei irrigation was a successful project in the region that helped increase food production, productivity, and farm income.

This region has been faced with drought and needs proper attention for residents to produce food. We want to produce more crops in the region. We have also planted fruits for food security,’ Chairman Chesergon said.

Weiwei Farmers Association Chairman Mark Meut lauded the national and the Italian governments for funding the project, saying the scheme has more than 1000 acres of land and will help in food security and wealth creation for the residents.

He said that through the irrigation scheme project, many families who were unable to take their children have managed to educate their children to the highest levels of education.

Mr Meut pointed out that the phase 3 project will help address the challenge of the plot demand of farmers who wanted to be allocated plots for farming activities.

Stephen Tingoria, a beneficiary of the project, narrated that the scheme has been helpful for him and his family.

‘We need Phases 3 and 4. Initially we were using furrows, which had many challenges, but now the sprinkler technology has helped us a lot,’ he narrated.

He said farming activities by locals have helped reduce banditry and cattle rustling in the region.

David Lotudo, a farmer, said that phases 1 and 2 had some challenges because the larger families depended on a single plot for farming, leading to low sharing of farm produce. But with additional land for production in phase 3, they expect higher yields to sustain the larger families.

West Pokot County Executive Member of Agriculture Wilson Longronyang said that permanent rivers like Turkwel, Muruny, Weiwei, and Kerio can feed the whole country.

The rainfall in the region is unpredictable and erratic. We need irrigation agriculture to help us. The Weiwei irrigation scheme has improved the region’s economy,’ he said.

Luigi Luminari, director of rural development and food security at the Italian Cooperation, said the project will change the lives of area residents who are affected by drought.

‘We shall have a huge social and economic impact.This is one of the best approaches to climate change adaptation,’ he said, noting that the Phase 3 of the project has started to pay off.

‘This is one of the two best projects in Africa in terms of natural resource management in semi-arid areas. We are doing environmental conservation because the greatest risk is environmental degradation,’ said Director Luminari.

Avoid Herbs For Infants Below 6 Months, Mothers Advised

Ms. Tabitha Kimoni from Nutrition International (NI) has advised mothers from Elgeyo Marakwet against giving their infants medicinal herbs during the first six months of their lives.

Noting that most mothers give herbs to their babies to prevent various diseases, Ms. Kimoni said exclusive breastfeeding for the first six months helps prevent mild to severe infections and also protects the baby against chronic conditions in future.

The nutritionist said breast milk has everything the baby needs for easy digestion, brain development, protection from various illnesses and infections and therefore the baby does not need any herbs to do what the milk does.

‘Breast milk contains anti bodies that help the baby fight off viruses and bacteria and the longer a baby breastfeeds the greater the protection from illnesses and long-term diseases,’ she said.

She was speaking in Chepkorio in Keiyo South Sub County during the launch of Malezi bora afya mashinani programme aimed at sensitising women on what they should eat so that both the mother and the child remain health during and after pregnancy.

According to Joseph Anyango, the county NI coordinator, the programme which takes place twice in a year since it was started in the county in 2014 has seen malnutrition levels drop from 30% in 2014 to 22% currently.

Anyango said while there is availability of foods in the county, the challenge was in getting a balanced diet and therefore the establishment of the programme which the county funds at a cost of Sh13 million while NI contributes Sh10 million every year.

The county nutrition coordinator Priscilla Ngetich regretted that few pregnant women attend pre-natal clinics during their first trimester where they can receive advice and instead come late in their pregnancy.

The coordinator appealed to pregnant women to start pre-natal clinics early where they are given iron, folic acid and de-wormers and for those who have already given birth, the children are given vitamin A and de-wormers.

She encouraged women to join support groups in their respective areas and if they are not aware of any, they should enquire from the health facility near them.

PM Abiy Urges Innovators to Play their Part in Ethiopia’s Development Efforts

Prime Minister Abiy Ahmed urged innovators to exert efforts and play their part for the development of Ethiopia by effectively withstanding challenges they might encounter in the course of their activities.

Prime Minister Abiy has today officially launched the 3rd National Competition of Innovation in Addis Ababa.

The nationwide skill competition attracted young people with unique skills and abilities.

The participants are presenting their creative works at the competition organized by the Ministry of Labor and Skills will be held for the coming five days under the theme “Skill for Competitiveness”

Innovation workshops, panel discussions, and other related programs will be underway as part of the competition.

During the opening ceremony of the competition, Prime Minister Abiy Ahmed urged innovators to exert effort and play their part in the development of Ethiopia by effectively withstanding challenges they might encounter in the course of their effort.

The premier stressed the need to increase the number of innovators and effectively use the available inputs as Ethiopia is endowed with abundant raw materials in all the economic sectors.

Noting that Ethiopia has been experiencing several problems, the premier urged innovators to exert the utmost efforts to ensure Ethiopia’s prosperity through solution oriented activities and withstanding challenges they may encounter.

“The innovation works displayed by young Ethiopian innovators here today demonstrates the fact that the efforts being carried out by the Ministry of Labor and Skills are encouraging. Ethiopia is a country with enormous problems. If we are willing to innovate in order to simplify the lives of the people by appreciating these challenges, Ethiopia is capable of providing full-fledged input to all the types of innovation works. However, despite Ethiopia having the ability to produce, it still imports from various countries for there are limitations in the number of people who are capable to innovate and make things simple. The main objective of this event is to reverse this limitation.”

He said the competition program will play crucial role for young Ethiopians with skills and talents to demonstrate their capabilities and create market linkages.

The premier further stressed the need to strengthen innovative skills as Ethiopia has no shortages of inputs, urging innovators to use challenges as a springboard for their effective work.

Minister of Labor and Skills, Muferiat Kamil said Solution oriented technologies play a great deal of role in creating competitive economy and ensuring sustainable development.

According to her, Ministry of Labor and Skills has been carrying out enormous reform activities in order to modernize the technical and vocational sector.

The reforms have already been registering encouraging results, the minister added.

Finance Minister Participating in Annual Meetings of Boards of Governors of AfDB in Sharma El Sheikh

Minister of Finance, Ahmed Shide is in Sharma El Sheikh, Egypt for taking part in the 2023 Annual Meetings of the Boards of Governors of the African Development Bank (AfDB) Group.

The Annual Meetings of the African Development Bank Group will take place from May 22nd to 26th 2023 under the theme “Mobilizing Private Sector Financing for Climate and Green Growth in Africa” in Sharm El-Sheikh, Egypt.

The meeting is anticipated to discuss the challenges and opportunities for enhancing private sector investments in climate action and sustainable development on the continent, it was indicated.

Accordingly, Ethiopian Finance Minister, Ahmed Shide began his participation by attending the Eastern Africa Constituency Governors meeting on Sunday in Sharm El Sheikh.

The meeting focused on the reform of the governance of the AfDB, resource mobilization for development impact, and key issues related to energy access, climate adaptation and food security.

Ahmed will also chair a high-level ministerial dialogue on the Horn of Africa Initiative, which will focus on regional integration, notably to advance the discussion on harnessing private sector participation in the region.

This Ministerial Meeting, as usual, will bring together Finance Ministers of the six Horn of African countries and representatives of key Development Partners.

The African Development Bank is a Pan-African development finance institution that provides financial and technical assistance to the Government and private companies investing in Ethiopia.
